When the District Attorney reads Callahan's report on his arrest of the Scorpio killer in the football stadium, the report mentions Callahan's stepping on the killer's gunshot wound to extract information from him. No police officer on earth, especially Callahan, would mention committing this act of police brutality in their report. Doing so would only cause anything the killer said at the time to be inadmissible but also potentially cause the police officer to be fired and/or prosecuted.
