The main Ringwraith on Weathertop draws its sword twice as it approaches Frodo. However, this stuttering image may be deliberate.
Before Frodo puts on the Ring, we can see all of the Ringwraiths draw their swords. After Frodo puts on the Ring, the main Ringwraith draws a short sword. The long sword for a sword fight, keeping one's opponent at sword's length. The short sword for Frodo's execution, since he didn't put up a fight there was no need for the long sword.
