When Lilo and Reuben arrive at Galactic Headquarters, Lilo says in surprise "They're letting us land!" But since they do not yet know that Hamsterviel has taken over, and the last time she was at HQ she was hailed as a hero, there is no reason for her to be surprised. She would expect to be welcomed.
