The Mitsubishi A6M Zero is equipped with 2× 20 mm (0.787 in) Type 99-1 Mk.3 cannon in the wings, with 60 rounds per gun.. During the yacht strafing scene, Arthur is standing in front of Senator Chapman and Arthur is shot and dies but the Senator is unhurt.
The 129 gram (1990 grain) projectile from the 20mm would easily pass through one person and through another person standing behind, and probably also through the deck.
Also the number of rounds shot from the cannons would have exhausted their supply after the first two strafing runs. The A6M Zero would have had to switch to their 2× 7.7 mm (0.303 in) Type 97 aircraft machine guns mounted above the engine to continue their attack, as those guns have a 500 round capacity each.
