When Carter catches up with Steve in the bombed out pub, Steve remarks that he's unable to get drunk, to which Carter responds that it's because Steve's metabolism works at four times the rate of an ordinary person's. However, even at that rate it would still be quite easy for Steve to get drunk. He'd simply need a sufficient quantity of high-proof booze to drink.
