Killian goes to a lot of trouble to create the Mandarin myth as a cover for the failed Extremis subjects who couldn't "regulate" during their initial exposure to the treatment in public places; none of which would have been necessary if those events happened indoors or on abandoned private property, like Pepper's exposure was, or at Trevor's mansion.
