When the first sister is taken by the shark she is still being held in the sharks mouth after the other sister had time to react, get the flare gun, load it, dive back in, swim down, wait for a clear shot and shoot to make the shark to release its grip. Since sharks don't chew food they rapidly shake their heads to shred their prey. Great Whites' teeth are particularly well evolved for this purpose. They would not swim slowly around just holding prey that is to big to swallow.
