(at around 1h 16 mins) Mr. Nimzicki is identified as the Director of the CIA. Later, just before he is fired by the President (at around 1h 40 mins), he is identified as the Secretary of Defense. Actually, he's addressed as "Former Head of the CIA" by General Grey, so it's not incompatible.
