Col. Jessep mockingly envies Lt. Kaffee for being able to have oral sex with a female superior officer (indicating Lt. Cdr. Galloway), saying that he himself, being a colonel, would have to wait until a woman is elected president. Even though a woman promoted to brigadier general would suffice, he most likely said this to intimidate her and remind her of his rank.
