In order for Peter Parker to legally help Tony bring in Rogers, he would have to sign the accords and therefore reveal his identity to, essentially, 117 countries. Yet as made apparent in the following movies, specifically Spider-Man: Far from Home, nobody knows his identity but Stark and a few SHIELD agents, like Fury and Hill.
