After waking in a cell after being knocked unconscious during dinner with Dr. No, Bond is shocked while trying to punch out a grate in the air vent. He then uses one of his rubber soled shoes as a glove to insulate his hand. As Bond was standing on a bed wearing rubber soled shoes, he would have already been insulated against the electricity guarding that vent.
