(at around 17 mins) When showing Rogers the three new Helicarriers, Fury tells him 'After New York I convinced the World Security Council we needed a quantum surge in threat analysis.' The word 'quantum' refers to the smallest possible amount of something, so Fury is saying that he convinced the WSC to make the smallest possible increase in threat analysis - however, what he shows is a huge change. "Quantum Surge" could also be a specific term.
