The purpose of the doomsday machine, as stated, is to instill fear into the enemies of the USSR. But when the Russian ambassador mentions the device to the president, the president says he never heard of it.As Dr. Strangelove himself points out, there would be no point to having a doomsday device if no one knows about it. This, of course, is one of the absurdities of nuclear deterrents that become fodder for the satire in the story.
