House Speaker Eli Raphelson is in the main room of the Pentagon seemingly the whole time of the crisis, as if he could ever have a private moment to secretly phone a terrorist to give him launch codes. However, after he is sworn-in as President, he mentions he will call his wife --that's the moment when he privately made the call.
