(at about 1:00:00 and 26:00 into the film) When Frankenstein makes his 1,000 point proposal to the American public via the VR, the Chairman is shown moving from the dais to the front, either to confront Frankenstein or to oversee his death. His bodyguards are all chanting, yet they are not wearing the VR units, just regular sunglasses, and therefore cannot be aware of why the audience is reacting thus. The same thing goes for the cheerleaders.
