Satellites traveling in low-earth orbit are moving at around 8 km per second (28,000 km/h) so there is no way Roxy could have destroyed one with a missile from a high-altitude balloon. Instead, she appeared to be targeting a geostationary satellite, however these are 35,000kms away from the Earth (about 1/10th of the way to the moon) and unable to be reached with a balloon.
The missile only needs the delta-V to travel from 36 km to 35,000 km requiring a missile with less than 34.3 MJ Joules of energy = 7.43 kg of TNT (very reasonable). Assuming: A 100 kg missile, and not using the rocket equation and ejected mass changes in missile weight.
