To create a very tense scene, as the final enlargement of the photo is being transmitted, James Stewart says he doesn't know if it will provide the proof they need. However, Lee J. Cobb had already seen the final enlargement before transmitting it and he was on the phone with Stewart. In real life, he would have simply told Stewart that enlargement worked and then gone ahead and transmitted the photo as confirmation.
