There were a total of four CPH4 packs carried by four drug mules. Half of Lucy's pack leaked inside her body while she consumed the other half on the plane. Thus there should be only three packs left. However when the scientist opened the suitcase containing the packs before giving her intravenous transfusions (at around 1h 10 mins), there were clearly three and a half packs left.
