A subplot includes Frank Rossi not being allowed to operate his fishing boat without a non-deaf person, but throughout the film, Frank drives a car.However, this logic is faulty and this is not actually a Goof. There are different licensing rules and standards for qualifying to operate different vehicles. Deaf people are allowed to drive cars, but they haven't always been allowed to obtain specialty licenses like a CDL for 18-wheelers or forklift licenses, due to the presumption that hearing loss makes it dangerous to operate these specialty vehicles. This may apply to trawlers as well, but whether it does or does not is not relevant to the use of a regular passenger vehicle.
