At the beginning Bond gets in the jet with the nuclear weapons to get it out of the way of the missile strike. He starts up the plane and the proceeds to use its guns/rockets to destroy other equipment. No modern military aircraft can fire its guns or drop bombs while it is on the ground, this is due to a weight-on-wheels micro-switch which inhibits weapons operations. It can be overridden but is certainly not accessible from the cockpit.
