When Barnes asks about contacting the planes through the air phones, one of the other ATCs informs him that of the 18 planes circling the airport, only 5 of them have air phones, and that they were able to get through to 3 of them through that means, leaving 2 others. We clearly see that the NEA flight (Holly's plane) has air phones, so how was it that the ATCs were not able to reach that plane through the air phones?
