When the first victim, Chrissie Watkins, is attacked by the shark, the shark never surfaces even though it's was over twenty feet in length. Some part of the shark would have appeared during such a violent attack, although the choice to keep the shark entirely beneath the surface was to add to the initial 'mystery' of what was attacking the young woman and heighten the cinematic tension.
