Twice in the movie the standard wheels on the car are changed for different diameters, both larger and smaller than the original size. Doing this would of course result in the speedometer showing an incorrect speed (i.e. the wrong mph), so It wouldn't have been possible for the driver to be sure when 88 was being approached. How this should have affected things depends on the role of speed in time travel. If 88 is merely an on-switch (set so high so as not to trigger it accidentally), the time circuits would indeed trigger when the car "thinks" it's going 88, no matter how fast (or "slow") it's actually going. If the time circuits are actually triggered by the circuits being in movement at that speed, then yes, indeed, the driver couldn't know when time travel would actually be activated.
