Shortly after the bombing and after Agent Carlin arrives, a USCG Helicopter, Law Enforcement and USCG Boats are patrolling for bodies and evidence. A civilian news helicopter flies right past the USCG HH-65 Dauphin. FAA at the Request of the DoD would have restricted the airspace directly above the scene to above 1500-2000 Feet Above Ground to allow official aircraft unrestricted access to the area and to prevent contamination to the site.
