SPECTRE henchmen in the crater base don't detect movement in the crater in broad daylight when Bond and Kissy explore it. Considering the clandestine nature of their operation it would be logical to check the crater sensors before opening or closing the cover when letting the helicopter pass. They have cameras for observing, and possibly for the crater guns.
