After Darren hits and injures Emily with a car, the police officers rush to Emily and forcefully pull her up from the ground by her shoulders and push her to the hood of a police car to make the arrest. First-responders would not move a victim lest they cause further injury and subject themselves to lawsuits. First-responders would stabilize the victim until an ambulance can arrive and transport her to a hospital for medical assessment. The arrest would take place in the hospital.
