The bomb dropped on the village explodes when it hits the ground. This would have deflected most of the power straight up. For such a bomb to be most effective, it would have to detonate some distance above the ground.
The BLU-82 has a long trigger on it's nose and the original purpose of this bomb is to clear jungle to make space to land a helicopter. It creates a horizontal blast wave and burns everything. It is also devastating if the enemy is hiding in tunnels in a mountain like in Afghanistan.
