Optimus reformats both Nightscream and Botanica without their consent. Yet when confronted with his lost friend Rhinox, trapped in the body of Tankor, he doesn't try to reformat and win him back because he deems it wrong to forcibly reformat someone. Not only does he let go of a powerful ally and his teammates' friend, he jeopardizes the fate of Cybertron by letting Rhinox remain evil. Also, he knew that Rhinox was not in his right mind due to being corrupted by Megatron, therefor freeing him shouldn't have required his consent.
