Immortan Joe incorrectly states that the Citadel is "undefended", despite it being shown that there is still a contingent of Warboys inside who control access through the elevator that serves as the Citadel's only entrance.
As seen when Immortan Joe realizes Furiosa's treason, word of a rogue imperator was quickly spread among the Warboys, along with the knowledge that Immortan Joe intended to pursue and kill her.
Immortan Joe would have no reason to assume that the Warboys in the citadel would allow entrance to the rogue imperator Joe assembled half his kingdom to track down and kill. However, Immortan Joe probably brought his best War Boys to go after Furiosa. The ones left behind were untrained or sick, rendering them useless for defense.
