SPOILER: Towards the end of the movie, the stolen money is being wheeled through a hospital in a body bag, on a gurney, sopping wet. It is then loaded onto the awaiting helicopter. On the helicopter, there is a fight and the money is falling out of the helicopter, onto the swimming pool on the roof of the building, with the money perfectly dry, fluttering in the wind.
EDIT:
Whether the money is wet or not, it would still flutter. The design(shape) of the money is what makes it flutter, adding the weight of the water wouldn't change that.
