Stromberg appears to be shot when bond fires twice into his under-the-table rocket tube, even though it's previously shown that there was a installed rocket gun at the other end. It's likely the bullets pushed the gun into Stromberg's stomach/crotch, which is why Bond then finished him off by shooting him two more times.
