When Trudeau finds out the airport has been taken over, he orders all aircraft to their alternate airport other than those that have already started their approach. All of these, he orders to "hold at the outer marker." The outer marker is a beacon 5 to 7 miles off the end of the runway. If "all" lanes held at that spot, it would be very dangerous.
