When Dorothy awakens back home in Kansas and all is seemingly well again, nobody seems concerned by the fact that, although the Wicked Witch of the West may be no more, Miss Gulch is presumably alive and well, and still in possession of a valid sheriff's order allowing her to have Toto "destroyed." It is likely Miss Gulch was killed in the tornado, as this is what happened to her equivalent in Oz.
