When Maverick and Penny are sailing, Penny gives Maverick the command to "pull on the backstay to de-power the sails." The backstay is a backstay is a standing (not moveable) rigging line connecting the top of the mast to the stern of the vessel. No amount of pulling on a backstay will "de-power" any sail.
