In Rambo, the local sheriff seems to be in charge of the entire city. However, a sheriff are controlled at the county level. The city of Hope had a City Hall, which means it had a Mayor, which means it was incorporated. The Sheriff would have had no jurisdiction over any of the events until Rambo left the city limits, making all his actions illegal and a violation of Rambo's rights. More than likely getting the Sheriff and county sued by Rambo.
