It's implied that the Daniel Craig Bond-era is not in the same universe as any of the films before them. Yet, a portrait of Robert Brown as M from 1980s Bond films is seen. However, just as Judi Dench played versions of M in both Pierce Brosnan's and Daniel Craig's Bondiverses, it's possible that the same is true for Brown.
