At the beginning of the film when Nick and his manager are on the train, Nick states that they're approaching the East German checkpoint. It's never stated when the film is set, but it must be before the end of WWII (1945) if Nazis and the French resistance are still around. Therefore, East Germany didn't exist yet, as it wasn't established until 1949.This movie makes fun of East-Germany, so it is clearly not set in WW2.
