In the interrogation scene, the DEA agents inform Monty that he will sentenced under New York's draconian "Rockefeller Drug Laws." But given the arrest by a federal agency (DEA), prosecution by the U.S. Attorney, and sentence to a federal prison (Otisville), the case is clearly federal. New York law would not apply.
