The Air Traffic Controllers decide to take over the transmitter for the Outer Marker and broadcast to the holding aircraft. That transmitter is actually located with the antenna some 5-10 miles from the airport so they would have no quick access from the control tower. Additionally that antenna is highly directional so only an aircraft that is very close to being directly over it would hear any signal, probably to short an interval to make sense of it if they were even listening to begin with. There is a flashing light on the instrument panel to mark passage and those beeps are an annoyance if you are in a holding pattern and passing over every 4 minutes or so.
