In chapter 12 when he pulls on the scale at the weigh station his trailer axles make a combined weight of 35,180lbs. The limit is 34,000lbs - add the broken head light assembly and the D.O.T would not have thought twice about stopping him for good. Additionally, any weigh station inspection is going to require the Motor Carrier Enforcement officers to check the driver's license, bills of lading for their cargo, insurance, and permits, which was not done during the scale house scene.
