Lifeguard vehicles were part of the LA County Fire Department. The license plates should carry a designation of a Government owned vehicle, such as "CA Exempt". The vehicles they are driving do not have any such designation on their license plates, indicating it's a civilian, or in this case, studio owned vehicles.
