Reacher tells Turner that the IP address of the computer will have been "triangulated", which is a term, typically for radio direction finding, using multiple known sources to form triangles. IP addresses are not strictly geographically bound to a specific location, and there are no physical points by which to triangulate where the computer is. At best a route to a computer could be traced, but it is all but impossible to trace to a specific location as shown.Reacher is not known for his computer and internet savvy.
