The most accurate US sniper rifles could only reach the accuracy of 0.5 MOA, meaning a half-inch diameter of inaccuracy at 100 yards. There are many factors that could deflect the bullet's trajectory, making the bullet to be much less inaccurate than 10 inches at 2000 yards away. This makes doing a headshot at that distance to be a marginal case with a not-so-high chance of being accomplished with just one shot.
