While the news crew is preparing the tape to distract Payne and rescue the passengers, Jack and Annie check the fuel gage and it clearly reads empty. There is no way that a vehicle without gas can still be running. The bus would stop almost instantly and blow up. But, when Jack and Annie are rigging the bus to drive by itself, you can see the fuel gage and it clearly reads full. Where did the fuel come from as the passengers are being transferred to the rescue bus?
Possible explanation: The bus might be fairly fuel-efficient, so if there was enough gas in the fuel lines and other fuel system components, it could allow the bus to remain running for a good while even after the tank was empty. Also, if the punctured hole wasn't at the very bottom (lowest point) of the tank (the sending unit might be in a fairly deep "well" at the very bottom of the tank to allow every bit of gas in the tank to be pumped out), then a little gas could still be left even after the gas above the hole had all leaked out.
