(at around 40 mins) It is never actually explained why (nearly) the entire population of the island is being required to leave. Announcements for the exodus are heard well before Muldoon mentions the storm is coming, and he had just then heard it from the National Weather Service. He also said he'd "keep an eye on it," hoping it would "swing south," and at the time it was not a major concern. They were not being evacuated because of the storm.
