When Billy goes to kill Hawkins, he finds him in a brothel. After Hawkins is killed, Ruse comes out of another room with a musket and shoots Billy. It is extremely unlikely that Ruse would have had a loaded and primed weapon in a room at the brothel. He certainly would not have been allowed to take one out of the barracks when not on active service.
