(at around 1h 8 mins) Upon discovering that her children aren't with the people she believes are her parents, the mother calls the area's police station and can't get through instead of simply calling 9-1-1. Had she called 9-1-1, even in Philadelphia, the dispatchers would have contacted some law-enforcement agency in the area within minutes and had units sent out to the home. It wouldn't have taken hours to pass before someone from law enforcement would arrive.
