Kirk tells Gillian that he's from the 23rd century and his mission is to take two humpback whales back with him "in an attempt to re-populate the species".
(Actually his mission is to take a male humpback whale back so that it can communicate with the alien probe.)
He couldn't possibly repopulate the species with just two whales.
