Commissioner Gordon and his deputy stand by an activated Bat-signal at the climax for no apparent reason. There is no crime in progress, and the only thing Two-Face and the Riddler have done recently is invade Wayne Manor, something Alfred almost certainly would not have reported. Gordon also cheers Batman's arrival despite never having the opportunity to tell him anything.
