Melina says that Dreykov has remained, metaphorically, "below the radar" by using a flying headquarters. The large floating city which is depicted in the film would actually be incredibly easy to detect because it would be incredibly visible not only to foreign satellites overflying Russia, but also to anyone on the ground or passing nearby in civilian aircraft.
